Dr. Lenore Dela Llana-Decenteceo, President of the Center for Educational Measurement (CEM) and COSCA President Fr. Enrique Balongag, sign the memorandum of agreement designating Fr. Balongag as Coordinator and outlining the general functions of the CEM Dumaguete-St. Catherine of Alexandria SubCenter.
